February 1941: "Approval has just been granted to a State WPA project on the Harney Forest, covering the construction of 15 miles of telephone line from Pisgah Mountain Lookout to Newcastle. This involves getting out poles and posts, erecting poles and stringing the wire. The Forest Service is furnishing the wire, insulators and brackets. These items with small tools and the rental and operation of trucks contributed by the Forest, are estimated to cost a total of$1,667, or 33% of the total cost of the project. The Harney and Black Hills Forests have scored notable success in obtaining approval to State WPA projects in South Dakota and they have never experienced any difficulty in getting such projects into operation."
